The Senior Procurement Engineer is responsible for managing both foreign and local procurement activities of materials, equipment, and services. The role ensures cost-effective sourcing, timely delivery, and compliance with technical specifications, company policies, and project requirements. The position requires strong expertise in international sourcing, vendor management, negotiation, and contract execution across global and local markets.

Key Responsibilities

1. Foreign & Local Procurement Management

  • Handle end-to-end procurement processes for both local and international suppliers
  • Source materials, equipment, and services from global and domestic markets
  • Manage import procurement activities including shipping terms, logistics coordination, and customs clearance
  • Ensure compliance with international trade regulations and Incoterms

2. Technical Evaluation & Sourcing

  • Review technical specifications, drawings, BOQs, and project requirements
  • Prepare RFQs/RFPs and conduct technical and commercial evaluations
  • Identify and prequalify suppliers based on technical capability and cost efficiency
  • Ensure alignment between engineering requirements and procurement decisions

3. Supplier Management

  • Develop and maintain strong relationships with local and international vendors
  • Conduct supplier performance evaluations and audits
  • Negotiate pricing, payment terms, lead times, and contractual conditions
  • Manage supplier risks and ensure continuity of supply

4. Contract & Commercial Management

  • Draft, review, and negotiate contracts and purchase agreements
  • Ensure compliance with company policies and legal requirements
  • Handle variations, claims, and dispute resolution with suppliers
  • Ensure cost optimization and value engineering in procurement decisions

5. Procurement Execution & Coordination

  • Issue and track Purchase Orders (POs) until delivery and acceptance
  • Coordinate with Engineering, QA/QC, Finance, and Logistics teams
  • Monitor delivery schedules and resolve delays or supply chain issues
  • Ensure timely procurement to support project timelines

6. Cost Control & Reporting

  • Conduct cost analysis, benchmarking, and total cost of ownership (TCO) assessments
  • Identify cost-saving opportunities and procurement efficiencies
  • Maintain procurement records, reports, and KPI dashboards
  • Support budgeting and forecasting activities

Requirements

Education

  • Bachelor’s degree in Engineering (Mechanical, Electrical, Civil, or Industrial preferred)

Experience

  • 5–10+ years of experience in procurement or supply chain roles
  • Strong exposure to both foreign (international) and local procurement
  • Experience in construction, EPC, industrial, oil & gas, or manufacturing is a plus

Skills

  • Strong knowledge of procurement processes, sourcing, and contracting
  • Experience with international procurement, import/export, and logistics
  • Excellent negotiation and supplier management skills
  • Strong technical understanding of engineering materials and specifications
  • Proficiency in ERP systems (SAP / Oracle preferred)
  • Strong analytical, communication, and reporting skills
  • Knowledge of Incoterms and global trade compliance
