Role Description

Lead the planning and cost control function within the PMC project team. Develop and maintain integrated schedules and cost control systems, deliver accurate forecasts and variance analysis, and provide timely, client‑grade reporting to support decision making and claims assessment under FIDIC.

Key Qualifications

  • Education: Bachelor’s degree in Engineering.
  • Experience: Minimum 12 years in planning and cost control on large construction or infrastructure projects with managerial responsibility
  • Technical Expertise: Strong command of EVM, CPM, resource‑loaded scheduling and cost‑to‑complete forecasting.
  • Tools: Proficient in Primavera P6 / PMIS; advanced Excel and cost control/reporting tools.
  • Contractual Knowledge: Familiarity with FIDIC contract implications on schedule and cost, and experience supporting change order and claims assessments.
  • Leadership: Proven ability to lead and mentor planning and cost teams and to coordinate across engineering, procurement, contracts and construction.
  • Languages: Fluent Arabic and English (technical reporting).

Core Responsibilities

  • Lead planning and cost control functions and implement the project controls framework on behalf of the client.
  • Develop and maintain integrated, resource‑loaded schedules and cost control systems aligned with approved baselines.
  • Monitor performance against schedule and budget baselines; produce cost‑to‑complete forecasts and EVM analysis.
  • Analyze variances and provide actionable corrective recommendations to the Project Manager and client.
  • Validate contractor progress claims, cost forecasts and interim payment applications in coordination with QS and contracts teams.
  • Prepare integrated project performance reports including S‑curves, earned value metrics and risk‑based forecasts.
  • Support change order impact assessments, extension of time analyses and claims evaluations.
  • Ensure alignment of planning and cost data across project disciplines and maintain accurate documentation.
  • Lead and develop the planning and cost control team and ensure timely delivery of reports to management and clients.
