About the Role
We are seeking a highly motivated and experienced Construction Procurement Section Head to lead the procurement function and supervise procurement engineers and buyers across multiple construction projects. The successful candidate will be responsible for managing procurement operations, ensuring cost-effective purchasing, maintaining supplier relationships, and supporting project teams through the timely procurement of materials, equipment, and subcontractor services.
Key Responsibilities
- Lead and supervise the daily activities of the procurement team.
- Manage the procurement of construction materials, equipment, and subcontractor packages for ongoing projects.
- Review material requisitions and coordinate procurement priorities with project teams.
- Source, evaluate, and prequalify suppliers and subcontractors.
- Conduct commercial evaluations, prepare comparison sheets, and recommend award decisions.
- Negotiate prices, payment terms, delivery schedules, and contractual conditions.
- Issue and monitor purchase orders and subcontract agreements.
- Ensure timely delivery of materials and services in accordance with project schedules.
- Monitor supplier and subcontractor performance and maintain approved vendor databases.
- Coordinate closely with Technical Office, Planning, Cost Control, Projects, and Finance departments.
- Identify cost-saving opportunities and support value engineering initiatives.
- Prepare procurement reports, procurement plans, and performance KPIs for management review.
- Ensure compliance with company procurement policies and procedures.
Qualifications & Requirements
- Bachelor’s Degree in Engineering (Civil, Mechanical, Electrical, Architecture, or equivalent).
- Minimum 7–10 years of procurement experience in the construction industry.
- At least 2–3 years of experience in a supervisory or team-lead role.
- Strong knowledge of construction materials, procurement processes, and subcontracting practices.
- Experience handling both local and international procurement is an advantage.
- Strong negotiation, analytical, and commercial skills.
- Proficiency in Microsoft Office and ERP systems. (Sap-B1 is a plus)
- Excellent communication, leadership, and team management abilities.
- Ability to manage multiple procurement packages and deadlines simultaneously.
