In the world of global trade, resilience isn’t just a buzzword, itโ€™s an operational requirement.

Recently, regional tensions have put our supply chains to the test.

And here is how Dubai is leading the way in protecting business continuity.

Dubai has always positioned itself as the Safe Harbor of global trade.

Whether through high-level coordination meetings with external or internal stakeholders, the priority is clear: Trade must never stop.

The UAEโ€™s leadership are constantly working to ensure the flow of goods to our markets remains uninterrupted.

When regional disruptions or port delays occur, many businesses are surprised to find their cargo dropped off in a different country.

This is because of a specific legal rule in the Bill of Lading (BL) known as the “Liberty Clause”.

Under this clause, shipping lines have the right to:

“Discharge the goods at any port or place which the Carrier may consider safe and convenient… such discharge shall constitute complete delivery and performance.”

In short, if a carrier feels Jebel Ali is too risky to reach, they can legally drop your container in Oman and walk away.

This leaves the business owner responsible for the final mile and all the customs related with it.

In Dubai you are not alone to figure out the solutions, but Authorities are in hand with you.

To solve this, Dubai Customs launched Notice No. 04/2026, creating the Green Corridor.

This is a fast-track land bridge designed specifically for diverted cargo.

Simplified Transit: Cargo diverted to Omani ports is processed through a fast-track digital system in Oman.

Bonded Movement: Goods are loaded onto Bonded Trucks and sealed. They travel under customs eye without paying Omani import duties.

The Hatta Gateway: Trucks pass through the Hatta-Al Wajajah border, where Dubai Customs performs expedited document verification.

Direct Delivery: The cargo goes straight to Jebel Ali or Dubai Free Zones for final clearance, bypassing the usual border bottlenecks.

Contracts Matter: Understanding the print of your Bill of Lading (the Liberty Clause) is essential for risk management.

Agility is the New Gold: The Green Corridor proves that “Plan B” is just as important as “Plan A”

Partnership is Power: The collaboration between Dubai and Oman Customs shows that regional integration is the best resilient against global disruptions.

The takeaway for Supply Chain Leaders โ‡’ Don’t wait for the next disruption.
