About the job

As a Section Head – Civil Procurement, you will lead and oversee all civil procurement activities, ensuring the timely and cost-effective acquisition of materials, equipment, and subcontracted works for our Ras El Hekma Project. You will be responsible for managing the procurement team, developing supplier strategies, negotiating major contracts, and ensuring full compliance with project quality, budget, and timeline requirements.

Key Responsibilities

Procurement Management:

  • Lead and supervise the civil procurement team to ensure efficient operations.
  • Develop procurement strategies that support project objectives and cost efficiency.
  • Review and approve procurement schedules and vendor lists.

Offer Evaluation:

  • Oversee the receipt and review of technical and financial offers from vendors and subcontractors.
  • Ensure offers meet project requirements and are evaluated on technical and commercial grounds.

Contracting & Negotiation:

  • Lead negotiations with suppliers and subcontractors to secure the best possible terms and conditions.
  • Finalize contracts ensuring alignment with company policies and project goals.

Purchase Orders & Payments:

  • Approve and oversee the issuance of purchase orders in accordance with finalized agreements.
  • Monitor supplier payments and ensure adherence to contractual and financial terms.

Quality & Specification Compliance:

  • Ensure procured materials and systems meet all project quality, standards, and specification requirements.
  • Collaborate with the QA/QC and engineering teams to maintain compliance.

Delivery & Scheduling:

  • Ensure timely delivery of materials and subcontracted works in line with project timelines.
  • Coordinate closely with construction and planning teams to align procurement activities with project schedules.

Supplier Relations & Development:

  • Build and maintain strong, strategic relationships with suppliers and subcontractors.

Resolve issues promptly and promote continuous improvement in supplier performance.

Qualifications & Requirements

  • Bachelor’s degree in Civil Engineering.
  • 10-12 years of experience in civil procurement within the construction industry, including at least 2–3 years in a supervisory or lead role.
  • Excellent command of MS Office and procurement-related systems.
  • Strong negotiation, leadership, and contract management skills.
  • Excellent communication and interpersonal abilities.
  • Strategic thinker with strong analytical and problem-solving skills.
