Purpose of the Job
- Is the procurement representative of the Egypt Cluster as member of the Cluster Executive Committee. Acts as a facilitator between Procurement Function and Cluster operational members.
- In close cooperation with the Alstom global procurement team, drives the definition and implementation of sourcing and localisation strategies for the projects executed in Egypt Cluster.
Organisation Structure
- Direct reporting to the Procurement Director Africa, Middle-East and Central Asia and functional reporting to the Egypt Cluster Managing Director
- Team: 5 to 10 direct reports (Buyers, Project Procurement Managers, etc.)
- Main office location: Cairo, Egypt
- Mobility: Frequent visits of suppliers’ premises in Egypt

Procurement local and central teams, Cluster Egypt executive committee members, Suppliers, Projects team, Supplier Quality, Supplier Development, Supply-Chain, Quality, Engineering, Legal, Finance, etc.

- First Article Inspection on Time

Responsibilities and objectives:
Procurement performance:
- Manage suppliers’ Quality, Costs, Delivery & Economic Development performances for the projects in execution within the Cluster Egypt, especially Monorail Cairo and Cairo Metro Line 1
- Perform regular supplier performances review, solves major issues and secure objectives achievement
- Monitor and challenge the off-shore procurement teams contributing to the projects at destination of the Cluster Egypt
- Develop and implement a localization roadmap for the Cluster Egypt, addressing the localization requirements of the different projects
- Apply & support Alstom procurement rules, processes & tools
- Bring procurement expertise to support local procurement team
- Challenge global procurement to secure project execution and profitability in escalation phase
- Provide to global procurement input to impact commodity strategies
- Share with global procurement, Project Managers and Cluster MD the risk analysis on commodities strategies.
- Share and follow common mitigation plan to secure future business award is in line with commodity strategies.
- Secure continuous improvement within the whole local procurement team
Projects execution and profitability:
- Support local procurement team to face commercial and contractual negotiation during projects execution phase
- Challenge Cluster executive committee members to secure projects execution and profitability
- Track procurement performance in projects and issue action plan in case of deviation
- Assess risks and set appropriate mitigation plans
- Formalize and share return of experience on main issues
- Support the team, especially the Procurement Project Managers, on projects gate review completion
- Secure Business Awards and Purchase Orders placement on time
Operational excellence & Cash focus:
- Support the Supply Chain team to monitor and secure raw material inventory and On Time In Full objectives
- Support the Quality team on Non Conformity Report treatment and improvement
- Support the Finance on invoice accounting and overdues management
- Actively participate on operational continuous improvement
Team Management and development:
- Manage headcount and staffing
- Manage local procurement team in close link with the global procurement team (Domain Directors, Commodity Directors & Managers, Supplier Excellence, etc.)
- Monitor local procurement team workload and process to arbitration
- Develop team competences
- Secure compliance of his/her team to the Alstom Code of Ethics
Business understanding and desired knowledge/experience:
Minimum education required:
- Degree or Diploma in Purchasing or related qualification
Minimum experience required:
- 10 to 15 years of experience in procurement/sourcing, project and operations
- Procurement/Sourcing professional background
- Demonstrated management experience of multicultural team
