Position Responsibilities
- Assists the Chief of Party and Technical Leads with budgeting, scheduling, implementation, reporting, and inputs for USAID concurrence, approvals, and waivers.
- Oversees, in coordination with COP and technical leads, the sourcing, recruiting, hiring and deployment and onboarding of staff, consultants, and subcontractors and oversees cross-cutting project and operational staff.
- Leads the start-up to establish the project office in coordination with the home office to ensure compliance to Tetra Tech policy, USAID rules and regulations and local laws and requirements.
- Oversees all project field operations, including human resources, accounting, general administration, office management, logistics, and health safety and security in line with project-specific guidance, Tetra Tech policies and procedures, USAID rules, and regulations and in coordination with the Tetra Tech home office.
- Develops project specific guidance and provide inputs to client concurrences, approvals, and waivers.
- Manages budget updates, provides inputs to accruals, forecasts, reviews accounts payable vouchers, subcontractor, consultant, and client invoices, monitors invoices and budgets to mitigate cost overruns and oversees responses to financial audits.
- Oversees the cross-cutting support personnel and functions of procurement, grants under contract, environmental compliance, construction, and technical editing.
- Serves as the project’s safety and security focal point ensuring compliance with Tetra Tech’s Duty of Care standard and required training of staff.
- Ensures overall compliance with Egyptian local laws and regulations, including registration and taxation, and leads the response to any local, client, or Tetra Tech audits.
- Performs other related duties as assigned.
Required Qualifications
- Bachelor’s degree in finance, law, economics, international development, or related field.
- +10 years of relevant project management and/or operations experience on USAID, MCC, or other donor projects in Egypt or the MENA region.
- Demonstrated management skills to support implementation of a multi-million-dollar donor-funded project, including experience supervising staff and coordinating with large technical teams from diverse backgrounds.
- Experience overseeing multiple tasks in a fast-paced, deadline-oriented environment; resolving problems; and identifying opportunities to improve systems and processes.
- Excellent writing, communication, and listening skills
- A high level of ethics, professionalism, diplomacy, ability to maintain confidentiality and a commitment to customer service.
- Excellent oral and written communication skills in English and Arabic.
Preferred But Not Required Qualifications
- Master’s degree in related field is a plus.
- Previous experience in a supervisory position overseeing operations for a USAID funded project.
- Monitoring and evaluation experience, including the development of M&E plans, data collection against project indicators.
- Knowledge of the Federal Acquisition Regulations System and AIDAR regulations for travel and procurement.
- Experience with technical assistance in the energy sector.
- +5 years of experience with USAID regulatory environment and compliance and reporting requirements.
